Abstract, This paper examines the local government participation in specific agricultural projects as a strategyfor achieving rural development taking a case study of Osun State of Nigeria. The results of the analysis revealed thatthe investment in agriculture has a high potential of improving the internally generated revenue of the localgovernments. The rate of returns achieved was 52.7 percent which was higher than the prevailing interest rate. Theobserved percentage allocation to agriculture was very low across the board. If the allocation could be improved, weshould expect a better performance from the agricultural projects.

Personal view, the paper describes the project management of the local government to the agriculture development and serves a good ways to promote the economic development.

It is most important that top management be committed to quality and that the commitment be conveyed to and perceived by the agency's inspection staff. Under traditional highway specifications it is very difficult, if not impossible, for management to consistently project this commitment. The use of quality assurance (QA) specifications can alleviate these problems. QA specifications can be a tool that aids top management in promoting and achieving construction quality.

Personal view; the paper describes the tool which is project management for construction quality. Abstract; In 1989, the Oklahoma Department of Transportation (ODOT) initiated the use of statistically based quality assurance and quality control (QA-QC) specifications for their highway construction projects. To facilitate the transition from the \specifications to the QA-QC specifications, ODOT contracted with the school of civil engineering at Oklahoma State University to develop and conduct a series of training courses, or modules, that addressed the various aspects of construction methods, process control, and acceptance sampling and testing procedures. The progress of the ODOT construction quality management program, the changes that took place in the original QA-QC specifications, and the reasons behind these changes are described. An assessment of the training program is presented.

Personal view ; the paper describes the modules and advance the theory to solve that the use of statistically based quality assurance and quality control (QA-QC) specifications for their highway construction projects. And ,I do really think it’s also has the value for today’s construction project management.

Abstract;The purpose of this paper is to highlight the implementation of BIM in Hong Kong and the USA and recommend strategies for BIM implementation in Hong Kong. The principal investigator of this research also participated in the establishment of a BIM professional institute as one of the founding board members. The role of government in implementing BIM in different phases of a project lifecycle is also highlighted. The roles of other stakeholders are not specifically studied. Results from this study should be considered in the context of a qualitative research methodology adopted and the limited number of responses obtained for arriving at the findings of this paper.Originality/value – This paper highlights the best practices of BIM implementation, which is useful for the effective and efficient implementation of BIM in Hong Kong.

Personal view; the paper describes the BIM which will have a far-reaching influence at the Construction industry in future.

Abstract; Construction companies have several possible growth paths to follow in their effort to develop. Studies show that the appropriate approach depends on the features of the company and the prevailing economic conditions, and support measures and incentives. This paper reports the results of a study on the paths which construction enterprises in Singapore have adopted since 1980. The main basis of the study was a mailed questionnaire survey. It was found that most local contractors have grown by working at home, either as main contractors or as specialist subcontractors. Some theoretical implications of the findings are outlined. Recommendations are offered on appropriate growth paths for Singaporean contractors under various circumstances.

Personal view; the paper describes several growth paths and gives a new working-way to the construction industry for the future’s project management.

through adoption of Information and Communication Technologies (ICT). Construction industry primarily comprises small and medium enterprises (SMEs). Also, ICT adoption has been slow in the industry. Research is required to assess the factors that affect ICT adoption at the three levels of industry, organization and people, with focus on SMEs. This paper discusses a component of the research undertaken to study these factors and issues in the context of Indian construction industry. A questionnaire survey was conducted and through quantitative data analysis the extent of adoption of formal Project Management processes, ICT adoption for these processes and factors including perception based factors affecting ICT adoption were studied. Results of data analysis includes identification of issues that require action at the three study levels. The results can be generalized for other countries with due considerations, specifically for countries where the construction industry is similar to Indian construction industry in terms of working methodologies or for large countries.

Abstract;The normative public capital budgeting literature, including textbooks and public finance and budgeting associations, advocates a systematic capital management process in which four main components: long-range capital planning, long-range capital budgeting, project management, and maintenance should be included. the process is characterized as centralized, strategic, and knowledge-based.;While the normative literature recommends such strategic approaches, the benefits of the process are rarely empirically examined. This finding extends state economic development literature by showing that government management is another explanatory variable for state economic growth in addition to capital spending levels.;The Illinois capital budget process was also analyzed. The case study data included interviews and public documents

Personal view; when I finish this reading ,I found there are 2 points those we should pay attention : (1) the state government should allow local governments the discretion regarding investment choices and (2) elected officials' investment choices should not be constrained by long-range planning.
