全国绿色建筑创新奖评审标准
第一条 为贯彻落实科学发展观，加快推进绿色建筑，引导绿色建筑健康发展，促进实现住房城乡建设领域节约资源、保护环境的目标，特制定本标准。
第二条 本标准适用于指导全国绿色建筑创新奖的申报和评审。 第三条 申报全国绿色建筑创新奖的项目应在建筑全寿命周期内，在节能、节地、节水、节材、减少环境污染等方面符合绿色建筑相关标准的要求，并取得绿色建筑评价标识。
第四条 申报绿色建筑创新奖的项目应在设计、技术和施工及运营管理等方面具有突出的创新性。包括：
（一）绿色建筑的技术选择和采取的措施具有创新性，有利于解决绿色建筑发展中的热点、难点和关键问题。
（二）绿色建筑不同技术之间有很好的协调和衔接，综合效果和总体技术水平、技术经济指标达到领先水平。
（三）对推动绿色建筑技术进步，引导绿色建筑健康发展具有较强的示范作用和推广应用价值。
（四）建筑艺术与节能、节水、通风设计、生态环境等绿色建筑技术能很好地结合，具有良好的建筑艺术形式，能够推动绿色建筑在艺术形式上的创新发展。
（五）具有较好的经济效益、社会效益和环境效益。

第六条 全国绿色建筑创新奖的评审专家根据申报项目提交的包括工程项目总结、绿色建筑技术措施和申报书等，按照第四条规定的内容进行评审。
第七条 评审采取实名独立打分和投票制。按照节地与室外环境、节能与能源利用、节水与水资源利用、节材与材料资源利用、室内环境质量、运营管理六类指标，根据各指标的创新性要求逐项评分，每类指标满分为100分。
第八条 为体现不同类型建筑六类指标之间的相对重要性，住宅建筑和办公建筑分别设置权值。
第九条 绿色建筑创新奖总得分满分为100分。 总得分 = ∑ 指标得分 × 相应指标的权值 第十条 节地与室外环境评审。
（一）场地的规划设计。应合理保护、利用与修复原有场地的生态资源；在绿地规划、景观设计、雨水利用等方面提高场地对周边环境改善的贡献率，使场地的生态效益最大化；保护周边人文环境、培养社区和谐氛围、塑造良好公共空间。
（二）建筑外部环境。在建筑布局与形体设计中采用被动式设计及其它相应的新技术措施，改善外部声环境、光环境、风环境、热环境等质量。

（六）建筑技术与建筑艺术达到完美结合。 第十一条 节能与能源利用评审。
（一）被动式节能技术应用。建筑平面、空间布局与当地的气候特征相适应，采取被动式太阳能技术，采用因地制宜的保温隔热方式，充分利用自然通风、自然采光、地道风等，通过外遮阳及建筑一体化等措施提高采光、遮阳效果。
（二）适合气候特点的保温及结构一体化技术体系。
（三）节能空调形式选择。采用适合当地气候、灵活可控的采暖空调系统、采用温湿度独立控制的空调系统等。
（四）可再生能源利用。采用高效的与建筑一体化的太阳能热水系统、太阳能光电系统等，以及其它高效的可再生能源技术等。
（五）分类分项计量。合理安装分项计量装置，并根据能源利用特点满足分类分区监测、控制要求。
（六）合理采用高效创新的绿色照明、电梯等设备的节能技术。 （七）其它创新技术、措施和设计理念。 第十二条 节水与水资源利用和保护评审。

第十三条 节材与材料资源利用评审。
（一）高效利用材料资源。高效合理利用已有建筑物、构筑物；在保证安全的前提下，优化设计，使得主要材料用量指标低于当地同类建筑；采用资源消耗少的建筑结构体系。
（二）废弃物再生利用。合理使用可再循环利用的材料；选用资源消耗少的非结构构件；使用以废弃物为原料生产的建筑材料。
（三）采用能耗低的建筑材料。
（四）其它节材和高效利用材料资源的创新技术、措施和设计理念。 第十四条 室内环境质量评审。
（一）声环境改善。合理采取创新措施，优化空间平面布置，改善室内声环境。
（二）光环境改善。采用遮光、反光、控制眩光的材料、技术或措施。 （三）热环境改善。采用可有效改善太阳辐射、长波辐射的围护结构技术措施；空调系统采用合理的气流组织形式，改善室内热舒适性的创新设计措施；合理区分不同功能空间的室内热环境设计标准，如适宜的温度设计条件及新风标准等。

（一）运行管理制度的制定与实施。采用建筑全寿命周期的理论及分析方法，制定绿色建筑运营管理策略与目标，在规划设计阶段考虑并制定运行管理方案等；制定并实施节能、节水、节材、保护环境的管理和激励制度；实施垃圾减量化、资源化管理，分类收集、处理与利用生活垃圾；运用网络化管理平台实施运营管理；通过技术与管理创新，提升物业管理效率与水平；利用分项计量系统，实现节约管理。
（二）智能化系统建设及运行。智能化系统完善、定位合理，能实时监控设备设施的运行状况；技术先进实用，能采集和分析资源消耗数据，为管理的不断改进提供支持；应用系统集成技术，有效提高管理和服务效率。
（三）其它节约资源、降低成本、营造和谐环境、提高管理效率、改善物业服务质量的创新技术措施和设计理念。
